Consolidated Plan

Every five years, the U.S. Department of Housing and Urban Development (HUD) requires formula grantees such as the City of Hartford to complete and adopt a five-year Consolidated Plan in order to receive funds from the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for People With AIDS (HOPWA) formula grant programs.

Consolidated Planning is a comprehensive process that identifies housing, homeless, community and economic development needs and resources. The plan outlines how those needs will be met and establishes priorities and performance measures to gauge whether activities set in motion by the plan actually address those priorities.

Hartford’s 2010-2015 Consolidated Plan is a tool to help implement the goals and objectives of "One City, One Plan," Hartford’s Plan of Conservation and Development (POCD). Primarily, the Consolidated Plan addresses the POCD’s goal to "Promote Livable and Sustainable Neighborhoods" by addressing the following POCD objectives through complementary Consolidated Plan activities:

  • Provide quality housing
  • Ensure affordability of housing
  • Promote maintenance of housing & neighborhoods
  • Improve community facilities
  • Help existing businesses to remain in Hartford, Ensure a skilled and growing workforce and improve access to jobs
  • Sustain Public Health

In addition, the City of Hartford’s Five Year Consolidated Plan addresses the needs of specific populations, including the homeless, low/moderate income youth and adults, and special needs populations as follows:

  • Homeless Needs
  • Low/Moderate Income Youth, Adults, and Special Needs Populations
  • Non-Homeless Special Needs
